Two maps were made, one in ArcMap and one in Illustrator. Illustrator allows a great deal of design control and can take .ai formatted files that were created in ArcMap, thus allowing ArcMap's strengths to be leveraged before going to Illustrator to gain finer design controls. Unfortunately, ArcMap seems to have problems organizing layers in a logical fashion when exporting to .ai files, often mixing up objects in a single layer that have nothing to do with each other.
